Probably leads into They_are_Getting_Smarter. I'm guessing this was a conversation you'd eavesdrop on and, since they don't actually state where the first guy is going, you'd then have to follow him to find out where to get one of these headknockers. Probably quite tricky to manage with a procedurally generated map, although "Walkabout" manages it just barely.
