So technically this did have enough to distinguish it as a quest (a QuestTitle at least, which is a specific designation in the code), but it didn't have anything but this transcript to attach to it. So there you go.
It does go towards my observation that several quests involving Plough Boys/Head Boys also involve a woman in a leadership role among them. However, I listed her as Wellette because despite that there are canon examples of these ladies, there's no graphical assets for Plough Girls or Head Girls.
These guys could also be the group you meet at the end of Constabulary Removal.
