Love when there's an errant 02 designation and no 01 to precede it. Why is it TalkToLeader_02? A truly unsolvable mystery!
So this quest would have detailed how Sally comes to learn to craft Hallucinogen. The item can be crafted in the game, but the recipe to learn it is not used in Sally's Act. Instead, Sally knows how to craft Hallucinogen from the start.
The recipe is reused in Arthur's version of this quest. Given the depth of this quest compared to his on the same set piece though, it kinda seems like the entire piece was meant to be for Sally's version and a quicker version for Arthur was made so as not to waste the environment. Sally's version can still appear in the game as an unmarked location in Lud's Holm. There, Ed Frankland still appears, but there is no associated quest or dialogues and the environment involves him being guarded (unwillingly or not) by Headboys.
Speaking of the environment, the NPC's as attributed as Wellies, despite this set piece always appearing in the Garden District and them acknowledging in the script that is where they are. Maybe they actually are Wellies; that is, they are in the Garden District out of loyalty to Frankland rather than having been forced out. Also possible that the delineation of Wellie from Wastrel was not so hard and fast at this part in the narrative's development. How to Be Happy kinda suggests that.
Normally when I find stuff like this, I assume it got cut for development hell reasons and not because it wasn't meant to be part of the final vision. As such, I will often permit these cut items to speak to the truth of the thing, inform even if they didn't make it to the end. This, however, is one of the rare things I think was genuinely cut for an editing reason.
This quest is problematic in that it undermines Sally's character. I think it was probably written before they had the full shape of her, and it got so far into development as it did because it shows one aspect of her character very well: her ability to charm and manipulate people. Unfortunately, the specific circumstances of this example diminish another more important aspect of her character: her nigh unrivaled chemistry skills. Suffice to say, you cannot have Sally Boyle, girl genius, stealing formulas because she's never been able to figure it out herself. Especially not from a man while she's complaining about men being difficult to work with and stealing her credit.
I do really enjoy the structure of this quest, where you have to gather enough information for her to be able to passably lie to Frankland. It's similar to Arthur's journey through Haworth Labs in fun_and_games, except it doesn't seem you would be actively quizzed on what you learned. But just showing the process of how Sally works is something (even things that get cut for good reasons still get to inform the overall understanding of the thing).
